The data controller of the Biomass Suppliers List (BSL) is the Department for Energy Security and Net Zero (DESNZ). You can contact the DESNZ Data Protection Officer (DPO) at: DESNZ DPO, DESNZ, 1 Victoria Street, London SW1H 0ET. Email: dataprotection@desnz.gov.uk . The BSL is administered by Woodsure on behalf of DESNZ. You can contact the Woodsure DPO at: Severn House, Unit 5 Newtown Trading Estate, Green Lane, Tewkesbury. GL20 8HD

We will be processing your personal data solely in order to administer the BSL. The Biomass Suppliers List (BSL) was introduced by DESNZ in April 2014. It supports the Government’s Renewable Heat Incentive (RHI) scheme by ensuring that RHI payments are only issued to biomass boilers using woodfuel that meets certain sustainability and legality requirements. This scheme meets the Renewable Energy Directive which was established in 2009 by the European Commission.

The Renewable Energy Directive establishes an overall policy for the production and promotion of energy from renewable sources in the EU. It requires the EU to fulfil at least 20% of its total energy needs with renewables by 2020 – to be achieved through the attainment of individual national targets. Biofuels and bioliquids are instrumental in helping EU countries meet their 10% renewables target in transport. The Renewable Energy Directive sets out biofuels sustainability criteria for all biofuels produced or consumed in the EU to ensure that they are produced in a sustainable and environmentally friendly manner. Companies can show they comply with the sustainability criteria through national systems or so-called voluntary schemes recognised by the European Commission. With regard to Data Protection, Woodsure’s collection and processing of personal data, including disclosure to third parties, is necessary for the performance of our public interest tasks relating to the BSL, pursuant to Article 6.1 e) of the GDPR. Where you are providing your personal data in connection with a complaint, it may be necessary to share your personal data with third parties such as DESNZ, Trading Standards and UK law enforcement bodies.

The data you provide will not be transferred outside the European Union, but data published on the BSL may be accessed outside the European Union if it is published on the BSL website. Where information is obtained as part of our public task activities it will be retained for:
  • as long as it is required under the Renewable Energy Directive (2009/28/EC) , or after the expiry or termination of  the RHI scheme  whichever is the later, unless a complaint has been made in which case we will retain the information for a further 2 years following the resolution of the complaint or where we have advised that there is no further action we can take; or
• 1 year after our last correspondence with you where an application for BSL authorisation is requested but not fully pursued.
Where information is provided for us to review a complaint it will be retained for 2 years following the resolution of the complaint or where we have advised that there is no further action we can take.
